On behalf of the National Council of State Agencies for the Blind, I would like to offer support for a priority for a Research and Training Center on Blindness and Low Vision.
For many years, the RRTC on Blindness and Low Vision at Mississippi State University has provided excellent service in the areas of both research and training for categorical services programs serving people with sight loss. Recently, this organization contracted with them to provide an update of a landmark study on the efficacy of separate state programs of services for people who are blind. Their staff continue to be regular contributors to our conferences and resources for research into vocational rehabilitation, services for older blind, transition, and other areas of current relevance.
Wherever this program is located, the concept of a specialized RRTC for blindness and low vision is worthy of federal support and would benefit those people we seek to serve each and every day, along with those of us in a position to provide that service.
